Mr. Ramid: There Must Be Cooperation between Society and the Institutions to Combat Violence against Women

The Minister of State for Human Rights, Mr. El Mustapha Ramid, has called, in a press interview hosted by the web Channel “Horizon TV” in the program Fi Samim (to the point), upon Moroccan citizens to cooperate with the institutions to eliminate violence against women. According to Mr. Ramid, this law, which includes harassment inter alia, looks at harassment from a holistic perspective unlike the case before where the criminalization of harassment was limited to the professional sphere. It is the result of concerted efforts of a number of governmental departments, coordinated by the Ministries of Justice and that of Family, Solidarity, Equality and Social Development. In addition, The Minister called upon the citizens to trust and cooperate with the institutions, for “it’s the society that gives value to the texts”.  “The citizen has to play its role one, which is reflected upon the institutions.”
Regarding the situation of human rights in Morocco, the Minister said that there is progress regardless of its momentum. Indeed there are many human rights achievements, which should not be” depreciated”. “Some stages have been crossed and others are still awaiting”, he added. The Minister recalled also the importance of the National Action Plan for Democracy and Human Rights (PANDDH). The Plan, to which all the stakeholders contributed, including civil society organizations, national institutions and governmental departments, is a governmental roadmap involving 435 measures.
The minister announced that he had referred the draft project of the Decree to Create the PANDDH’ Implementation, Follow up and Assessment Mechanism for ratification. This Mechanism comprises 50 members representing a number of stakeholders, such as civil society associations, national institutions, and government departments whose mission is to follow up the implementation of the Plan’s measures. The Ministry has elaborated an implementation plan to speed up the implementation process and have a periodic assessment. The Minister added that some measures have already been implemented and others are in process. To build a common understanding and involvement in the Plan, the Ministry has organized a set of meetings in favor of civil society and Moroccan universities and is planning to hold regional ones.
The Minister ended this press interview calling upon the journalists to stick to “ethics and professionalism” due to the importance of their job to enhance” deep transformations within society and the State”.
